the Leg. Council, & I think he ought
to be on the Exec. Council, similarly the
Att. Gen.
& though W. Lockhart is still young he will probably be fairly old before he is promoted from
his
present post.
At present the Col. Sec., Att. Gen.
and Treasurer are ex officio
members
of both Councils,

way succeed W. Deane as Sec. for Chinese Affairs
W. Deane is the only personal member of the Exec. Council, while W. Deane, M. Brown
and M. Lockhart (replaced by M. M. Innes during leave) are in the Leg. Council as personal members
Now that W. Innes will be added to the Exec. Council, I think M. Lockhart might also be placed there (notwithstanding the personal irritation that may be caused
among
his seniors)

not ex officio be added to the Exec. Council
